This means it includes all essential information regarding a person’s birth (name, surname, date, and place of birth) and certain annotations required by law (for example, marriages and divorces) that may have been noted on the person’s Birth Record. Although this type of certificate includes some of the annotations noted on the Birth Record, it does not constitute a full copy of the record because it does not include all the information in the original record, and some annotations are not included in the extract.

However, compared to a standard Birth Record Extract, it offers certain advantages: it is drawn up using a multilingual form, and, when intended for a Country where the Vienna Convention of September 8, 1976, is in force, it is exempt from both legalization procedures (such as legalization and apostille) and translation. Annotations are an exception. In fact, we must distinguish between standardized and non-standardized annotations. Standardized annotations are exempt from translation because they are noted according to the instructions of the Vienna Convention. Non-standardized annotations, instead, are always in the language in which the issuing Country issues its documents (for example, if the Extract is issued in Italy, non-standardized annotations are in Italian. Extracts issued in the Aosta Valley might also be in French, while those issued in Trentino-Alto Adige might also be in German). This means that non-standardized annotations must be translated if they are not already in a language recognized by the Country of destination.

The Countries that are signatories to the Vienna Convention of September 8, 1976, are: Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Cabo Verde, Croatia, Estonia, France, Germany, Italy, Lithuania, Luxembourg, Moldova, Montenegro, Netherlands, North Macedonia, Poland, Portugal, Romania, Serbia, Slovenia, Spain, Switzerland, and Turkey.

The Multilingual Birth Record Extract is sometimes accepted even by Countries that are not signatories to the Convention. However, its acceptance by the authorities of such Countries must be verified in advance. Furthermore, in these cases, even if accepted, the Multilingual Extract may need to be legalized (unless an exemption applies) and translated (some non-signatory Countries only require the translation of the annotations, if present, while others require the translation of the entire document).

2. Who can request the Multilingual Birth Record Extract from the Municipality of Carignano

The Multilingual Birth Record Extract may be requested by any person who meets the following requirements:

  • Is of legal age according to Italian law (i.e., at least 18 years old);
  • Has a valid identity document;
  • Knows the identifying details of the certificate holder;
  • Has a legally relevant interest that can be proved.

3. When the Multilingual Birth Record Extract may be requested from the Municipality of Carignano

The competent office may issue the document through its digital communication channels (email and/or Certified Electronic Mail – PEC).

In this case, you must send a request to the office using one of the available channels. In your request, you must state that you are requesting a Multilingual Birth Record Extract and include the certificate holder’s details. You must also attach a copy of your identity document. It may be necessary to attach additional documentation to prove your legally relevant interest.

You may also request this document in person by visiting the counter of the competent office of the Municipality of Carignano.

5. How Much Does the Issuance Cost?

Multilingual Civil Status Extracts (Birth, Marriage, and Death) issued on plain paper are usually issued free of charge. In the case of requests sent by mail or courier, the shipping cost must be covered. The Municipality of Carignano may charge administrative fees for processing requests.

For Multilingual Civil Status Extracts associated with historical records dated over 100 years ago, the Municipality of Carignano may require a contribution of up to €300, and the issuing procedures for these specific extracts may differ from those outlined in this guide. 6. Issuance Times

Multilingual Birth Record Extracts requested at the counter of the Municipal Registry Office are issued immediately, unless otherwise specified by the official at the time the request is submitted.

If requested via email and Certified Electronic Mail (PEC), they are usually issued within 30 days.

For Multilingual Birth Record Extracts that are not digitized (e.g., those associated with very old Birth Records), issuance may require a time ranging from 30 to 180 days and, under certain circumstances, may even be longer.

If the Municipality provides for issuance via mail or courier, the necessary time for the parcel to reach its destination must be added to the issuance times.
